The next step is to obtain a long-stay visa for studies, from the diplomatic missions and consular offices of Romania.
The long-stay visa for studies can be granted, upon request, to foreigners requesting entry into Romania as a student, trainee or student participating in a student exchange program or educational project. The institution where you will study can be state or private, provided it is accredited according to law. The visa is also granted to foreigners accepted for studies based on the international documents to which Romania is a party.
To obtain a long-stay visa you must submit the following documents:
- proof of acceptance for studies issued by the Ministry of National Education and Scientific Research, from which it should result that you will follow a form of full-time education;
- proof of payment of the tuition fee for at least one year of study;
- proof of the means of subsistence, in the amount of at least the minimum net monthly salary per country, for the entire period covered by the visa;
- proof of knowledge of the language in which the study program to be conducted will take place, except for the preparatory year of the Romanian language for foreign citizens;
- criminal record certificate or other document with the same legal value;
- medical insurance during the validity of the visa;
- the approval of the parents or the guardian regarding the stay for the purpose of studies on the Romanian territory, if the foreigner is a minor.
After entering Romania you must obtain a residence permit. It certifies your right to stay in Romania and you can obtain it from the territorial formations of the General Inspectorate for Immigration in the county where you live. In order to obtain a residence permit, you will personally submit a series of documents at least 30 days before the expiry of the visa right.
To extend the right of residence (obtaining a residence permit) for studies you must submit the following documents:
- request
- original and copy of the border crossing document (passport, travel document, etc.);
- letter of acceptance for studies – is requested only at the first extension of the right of residence;
- the certificate issued by the educational institution proving that they are enrolled in a state or private educational institution, accredited or provisionally authorized according to law, the form of full-time education, including participation in doctoral courses, based on the approval of the Ministry of Education. resort;
- proof of means of subsistence, in the amount of at least the minimum gross basic salary per country guaranteed in payment for a period of at least 6 months;
- proof of legal ownership of the living space (original and copy);
- medical certificate;
- taxes.
Romanian state scholarship holders are exempt from paying consular fees, residence permits and do not have to prove their means of subsistence.
• Foreigners of Romanian ethnicity (they have an ascendant who had or has Romanian citizenship) do not have to prove their means of subsistence either.
• Foreign students who have reached the age of 26 need social health insurance to extend the right of temporary residence, in accordance with Law no. 95/2006 on health care reform.
• Foreigners who did not graduate from the period initially granted may be approved for the subsequent extension of the right of residence, in order to complete their studies, for a maximum period of one year.
Foreigners entering Romania for studies may request the extension of the right of residence for a period equal to the total duration of studies, in the case of students and pupils, and for a period not exceeding one year, in the case of foreigners participating in an exchange program. of students.
The right of temporary residence for studies can be extended by 9 months after graduation, to look for a job and perform employment formalities or to open a business, with the presentation of documents certifying the completion of studies.
EMPLOYMENT DURING STUDIES
Foreigners holding the right of temporary residence for studies may be employed in Romania without a work permit, only with an individual part-time employment contract with a maximum working time of 4 hours per day.
CHANGING THE STUDY PROFILE
The foreigner who has been granted or, as the case may be, extended the right to stay for study purposes in Romania may change the profile of study or professional specialization, in accordance with the legislation in force, provided that the total duration of stay provided for initial studies not to be exceeded.
If, by changing the study profile or professional specialization, the total duration of the stay provided for the initial studies is exceeded, it is necessary to obtain a new long-stay visa for study purposes.
